HSFO and MGO push Singapore’s conventional bunker sales to record highs

Singapore's total conventional bunker sales rose to a record 54.82 million mt in 2025.


Changes in bunker sales between 2024 and 2025:

  • Total sales up 1.23 million mt to 54.82 million mt
  • VLSFO sales down 749,000 mt to 28.83 million mt
  • HSFO sales up 1.56 million mt to 21.71 million mt
  • MGO sales up 414,000 mt to 4.28 million mt

Singapore’s total conventional bunker sales increased by 2% year-on-year, largely supported by a sharp rise in HSFO and MGO sales, along with a higher number of vessels calling for bunkers, according to preliminary data from the Maritime and Port Authority of Singapore (MPA).

HSFO sales climbed by 8% in 2024, reaching their highest levels since the IMO’s 0.50% sulphur cap came into force. MGO sales also recorded a strong increase of 11% over the year.

In contrast, VLSFO sales declined by 3% year-on-year, marking their second consecutive annual drop. Meanwhile, the number of vessels arriving for bunkers rose to 42,603 in 2025, compared with 41,530 vessels in 2024.


Fuel grade share of total sales in 2025 (compared to 2024):

  • 53% VLSFO (55%)
  • 40% HSFO (38%)
  • 8% MGO (7%)
