Malaysia bans bunkering in new Marine Sensitive Area

Malaysia has prohibited bunkering within a newly designated Marine Sensitive Area (MSA) near the eastern approaches to the Singapore Strait.

The MSA took effect on 11 September under Malaysia’s Exclusive Economic Zone Regulations 2026 and aims to protect marine resources and reduce pollution.

Bunkering operations will not be permitted within the designated area, according to the regulations.

Cargo transfers will also require written government permission, while anchoring will generally be prohibited except under limited circumstances.

Vessels navigating within the MSA will be subject to a 12-knot speed limit. Cargo vessels and oil tankers exceeding 300 metres in length and 40 metres in width will not be permitted to enter.

Malaysian authorities may conduct compliance checks and breaches could result in fines reportedly reaching MYR 1 million ($245,000), vessel detention and prosecution, marine insurer Gard said.
