Zhoushan’s bonded bunker sales grew by 11% in 2025 – China Daily

Bunker suppliers in Zhoushan sold about 8.03 million mt of bonded bunker fuel in 2025, marking an almost 11% rise from 7.26 million mt a year earlier, according to state-owned media outlet China Daily.

The increase was supported by measures to improve anchorage efficiency, including the addition of priority anchorage slots and the expansion of night-time bunkering operations. Anchorage-based fuel supply alone reached 2.84 million mt in 2025, up nearly 19% year on year.

Zhoushan has also continued to strengthen digital oversight of bunkering operations. The port introduced China’s first provincial-level standards for flow meters and rolled out a nationwide digital system for bonded bunker fuel, streamlining fuel measurement, transfer, and verification, the report said.

Alongside conventional fuels, the port has stepped up efforts to promote alternatives. New initiatives include regulations for alternative fuel operations, a joint supervision framework for bunker supply, and a dedicated transition plan. These measures helped lift biofuel sales to nearly 120,000 mt in 2025, although details of the specific blends were not disclosed.

In addition, Zhoushan has opened an LNG bonded warehouse, begun construction of its first methanol bunkering vessel, and introduced its first ammonia bunkering company.

On the supply side, most suppliers in Zhoushan are currently quoting lead times of 5–8 days for all grades amid subdued demand. This is slightly longer than last week, when lead times of 4–7 days were common for smaller parcels, while larger stems above 1,500 mt typically required 6–10 days.
