Dutch Senate adopts RED III legislation
The Dutch Senate has approved a national legislation that domestically transposes the European Union’s Renewable Energy Directive (RED III) in Netherlands.

The adoption followed a discussion on the bill on 24 March. Upon passing the senate, the bill will go to the Cabinet for signature by the King. It will then go to the relevant ministry for signature, after which the bill will be ratified and become law.
The adopted law was designed to be implemented retroactively if it passed after 1 January.
The legislation replaces the older HBE system with the new
ERE mechanism. Unlike the older system where suppliers were encouraged to increase the renewable energy volumes they supplied by generating HBE tickets, the ERE system is focused completely on reducing (GHG) intensity and emissions.
Bunkering-specific tickets, known as ZREs, have been introduced for the first time. ZRE A tickets are the most common for advanced biofuels sold to ships, as they can be traded between bunker suppliers.
Bunker suppliers must hit a 2.9% GHG intensity reduction target for the fuels they sell compared to a fossil fuel reference of 94gCO2e/MJ. The overall target is expected to increase gradually to reach 8.2% by 2030.
