Proposal for non-carbon emissions to also be included in EU ETS from 2026
The European Council has proposed including nitrogen oxide, soot and methane from ships using liquefied natural gas (LNG) in the EU's emissions trading scheme (EU ETS) from 2026, member of the European Parliament Michael Bloss has revealed.

The proposal also suggests that shipping companies would be liable for 35% of emissions registered within one year in 2025, 75% in 2026, and 100% in 2027.
The European Council proposes reserving only 20 million certificates for the shipping sector, which is less than a quarter of the 90 million previously planned by the European Parliament.
Trilogue talks between Council and Parliament are being finalised in Strasbourg. The next round of talks is scheduled to start on 29 November, and the final talks are scheduled for 16-18 December.
Earlier this week, European shipping trade associations, including Danish Shipping, the World Shipping Council, Renewable Hydrogen Coalition and Methanol Institute, called on the EU to include a lifecycle assessment of fuel emissions in the EU ETS.
The European Parliament voted in favour of an EU ETS reform that includes an extension to cover shipping in June this year.
The proposal approved by the Parliament would extend to cover ETS on all ship emissions from intra-European voyages by 2024. Half of the emissions from voyages to and from EU countries would be included between 2024-2026, before expanding to 100% from 2027.
