Singapore shortlists six consortiums for ammonia bunkering

October 23, 2023

The Energy Market Authority (EMA) and Maritime and Port Authority of Singapore (MPA) have shortlisted six consortiums to develop project for green ammonia solutions for bunkering and power generation in Jurong Island.

The next step of the project is a closed Request for Proposal (RFP) process where the six nominees will further develop their proposals, MPA said.

Six out of twenty-six proposals from local and international firms have been shortlisted based on “technical, land optimisation, safety, and commercial aspects,” the port authority said.

MPA says the closed RFP will play a crucial role in selecting a lead developer to work with the Government on developing the proposed end-to-end ammonia solution

The RFP is set to be launched at the end of the year.

The solution comprises:

  • Generating 55 – 65 MW of electricity from imported low-carbon ammonia through direct combustion in a Gas Turbine.
  • Facilitating ammonia bunkering with 100,000 tons/year capacity, “starting with shore-to-ship bunkering followed by ship-to-ship bunkering.”

Ammonia is one of the most advanced hydrogen carriers available today, with a “well-established international supply chain” primarily for industrial needs, the MPA said.

“Low- or zero-carbon fuels such as hydrogen and ammonia may also have multiple end-use pathways for power generation and bunkering,” the MPA added.
