Galveston LNG Bunker Port partners with TOTE Services on LNG bunker vessel fleet

Galveston LNG Bunker Port (GLBP) has partnered with US-based ship management firm TOTE Services to deploy a fleet of Jones Act–compliant LNG bunker vessels along the US Gulf Coast.

Jones Act-compliant vessels are built in the US, owned by US companies, crewed by American seafarers, and registered under the US flag for domestic trade.

Under the agreement, the companies plan to develop and operate purpose-built LNG bunkering vessels to serve growing demand in the greater Houston port complex. The partnership aims to expand the Jones Act LNG bunker fleet, strengthen domestic maritime capabilities, and enable LNG deliveries across the Gulf Coast.

The agreement sets out a framework covering vessel design, construction, and long-term operation, allowing GLBP to move efficiently toward full project execution as market demand increases. It also paves the way for a charter agreement for the first LNG bunker vessel, which is expected to support the GLBP project by mid-2026.

GLBP is working toward a Final Investment Decision (FID) in 2026, following the award of all required federal and state permits in 2025. The project is a joint venture between Texas-based Pilot LNG and Seapath Group, a subsidiary of Libra Group. It is being developed in two phases, with total capacity of up to 720,000 gallons/day, supported by two storage tanks of three million gallons each.
